Roman Burial site

I find it hard to believe that modernisation cant take a back seat, after reading about an ancient roman site dating back to the time of christ, they have stopped excavations because of a multi story car park is to be built on the site, what do you think about this, surely history like this should take preference, could they not find another site for a car park, what do u think?
