So does the proposed 10p reduction in UK tax mean that we, in Scotland, will have to foot the resulting deficit to pay for benefits (like free prescriptions and university places) that we receive?

It was simply rhetoric. We've voted and now we are stuck with whatever they decide. IMO anyone who believes comments emailed are going to make any difference now are at best naive...
