how the developer, in this case, I guess A$da, demonstrated why an exception to policy should be made for the siting at pennyland farm??

Paragraph 45 of the Scottish Executive publication on NPPG 8 Town Centres and Retailing states, "Where a proposed development is not consistent with the development plan, it is for the developer to demonstrate why an exception to policy should be made. Such proposals should be rigorously assessed by the planning authority against the policies set out in this NPPG and should be refused if all the following considerations cannot be met."

Also, i think the 18 in favour should be named.

Does anyone know the culprits? If so name them please, so I can express my democratic right.

I can't name the 18 as i haven't a clue, but, the town plan does not any area set out for food retailing. Maybe they thought we had enough food choices when the plan was made.
