I'm sure if the people of Grampian have any concerns regarding the behaviour of their police they will make them known to the elected councilors that sit on the Grampian Police Board.
Cases like this also lend support to the idea of having elected Chief Constables accountable to the public they serve.

Oh no, don't go there. America is covered in "police chiefs" and "sheriffs" who were elected instead of coming up through the ranks. It doesn't always work well. Better to have a well-managed promotions system, with the elected people being on oversight committees.
