does anyone know if I can call the dog warden or sspca this time of night? my heartless neighbour has a lge dog,I've never seen it taken out,and they have been out of the house since early this morning and the poor thing has been howling and barking for the last hour!! Clearly in distress,as a loving dog owner myself,I cant ignore it!

You could try phoning the local police station who might be able to help you with information re out of hours numbers....poor doggy must be distressed and probably desperate for the loo.
