You can do them using the dodge and burn tools in photoshop if you dont have some sort of framing software...Just vary the brush diameters to get different circle sizes and vary the exposure setting of the dodge and burn tools to achieve how dark or light you want to make the "frame" and highlights.

as mph says done on photo shop mixture of black foreground and some kind of bubbles have to learn to right it down so i can do it again
