concreating needed

can anyone recomend someone to do a small patch of concreating for me there is already a concreat base down but it has sunk and needs a few inches put on top to cure the winter puddle!!

my OH wants to do it but i would rather it was a smooth flat finish!!!!!

can anyone help please??
